Why the order matters more than the numbers
Margins can be fixed in an afternoon. Order cannot, because order interacts with everything else in the document.
Front matter sequence determines Roman numeral pagination. Pagination determines the table of contents. The table of contents determines every cross-reference that names a page. A dissertation reordered late has broken all four, and the breakage is invisible to a reader following the argument.
UNC's specified front matter runs title page, copyright page, abstract, then optional dedication, acknowledgments, and preface, then the table of contents, then the lists of tables, figures, abbreviations, and symbols.1 Rice puts acknowledgments before the table of contents rather than after.2 A student who assembles by memory, or by a friend's file from another university, has produced a document that will come back.
What actually gets checked, and what an editor can check first
The format review is mechanical, which is precisely why it can be rehearsed.
Every requirement above is a fact about the file rather than a judgment about the work. Margins measured. Numerals in the right series and the right position. Front matter present, complete, and in the published order. Table of contents matching the headings that exist, at the pages where they exist, which is the same both-directions check a reference list needs. Lists of tables and figures matching the tables and figures.
Editors Canada places that work inside copy editing, which covers checking mechanical consistency, checking for missing information such as captions and headings, and ensuring that tables and visual elements agree with the text.3 None of it requires the reader to understand the research, which is what makes it possible to hand to someone else.
The permission question comes first
Before any of that, one document decides what an outside reader may do. Editors Canada states that graduate students must obtain written permission for professional editing from their advisor, specifying what the editor is allowed to do. Where limits have not been specified, an editor should not go beyond simple correction of grammar, idiom, punctuation, spelling, and mechanics.4
Format work sits comfortably inside that narrow scope, which is one reason it is often the only outside help a student both needs and is permitted. Margins, pagination, and the order of the front matter are not the student's intellectual contribution under anyone's definition.
The permission conversation still has to happen, and it has to happen before the money does. An approval that was required and never obtained is not repaired by the quality of the work.
