Public administration research is about what works in a particular administrative setting, and the failure is a reform reported as a model without the conditions that made it work. Practices do not transfer; practices plus conditions sometimes do. We work through these so the institutional setting is described with the features that bore on the outcome — legal authority, funding stability, staffing and turnover, information systems, and the relationship between the agency and its political principals; so the conditions are separated into those the reform required and those that merely happened to be present, since a reader deciding whether to adopt this needs the first list; so implementation is described as a sequence with what went wrong, because the difficulties are the transferable knowledge and the smooth account is the one nobody can use; so the counterfactual administrative arrangement is described as it actually operated; so performance measures are reported with what they incentivised and any gaming observed, given that measured improvement and real improvement diverge in familiar ways; so the durability of the change is addressed beyond the evaluation window; and so the paper states which features would have to hold elsewhere for the result to reproduce. Studies written this way get used by administrators rather than only cited.
