Disease should be ruled in or ruled out on stated evidence rather than left unmentioned. A report that never raises it leaves the reader unable to tell whether disease was considered and excluded or never considered at all. The mortality rate belongs against the population and the period it describes. Eight percent of 40,000 fish over seven days is not the same event as eight percent of a pen restocked that week, and a figure with no denominator cannot be tested against the threshold that would trigger a different regulatory response. Samples sent for testing deserve a line of their own that records what was tested for, when it went, and the date results are expected, because a report finalized before those results return has guessed at its own conclusion.

Any risk to a neighboring operation should be addressed directly where one exists. A disease that can spread is a different kind of event from an isolated environmental one, and the farm along the coast needs to know which of them it is dealing with. A follow-up report once the laboratory results arrive, usually 10 to 14 days later, turns a provisional classification into a settled one. Reports written this way let a mortality event be treated as what it actually was rather than as the explanation easiest to write down on the day.
