We work through these so the question is narrowed to something answerable with a stated body of evidence, since "how has technology changed participation" cannot be closed and "what happened to turnout in the twelve wards that piloted the scheme in 2019" can; so the narrowing is shown rather than hidden, because a proposal that explains why the larger question was reduced demonstrates judgement and one that simply arrives narrow looks unambitious; so the evidence is named and its accessibility established — the archive, the dataset, the participant group — given that a proposal resting on access nobody has secured is the commonest reason for rejection; so the method is matched to the question in a sentence a non-specialist could check; so the three years are laid out with what happens in each, including writing time, as a timeline with no writing year is not believed by anybody who has supervised; so the contribution is stated as what will be known afterwards that is not known now, in one sentence; so the risk that the project fails is named with the fallback, since the alternative is a panel inventing a worse one; so the fit with the supervisor is specific to their current work rather than their reputation; and so the whole thing states what it will not attempt. Proposals written this way get funded and finished.
