A bid response is not read the way it is written. The team writing it works through the document in order, refining the narrative; the evaluator opens the scoring matrix, finds the section corresponding to question 4.3, reads it in isolation, gives it a mark out of five, and moves on. Given a question worth five marks, teams write four paragraphs about their platform's philosophy and never state plainly that the requirement is met. We rewrite these to a disciplined shape: a first line that answers the question directly — met, met with configuration, or met by roadmap with a date — then the specific evidence, then a short proof point naming a comparable client and outcome, then any assumption or exclusion stated openly rather than hidden. Evaluators reward this because it lets them score quickly and defend the score afterwards. It also forces an honest internal conversation about the requirements you do not meet, which is far better discovered during drafting than during implementation.
